As far as that goes, Electors which are not certified could still vote, and let Congress decide whether to accept their votes. If Gore had a majority in the House of Representatives, I'd expect him to do that. Or if the Florida Supreme Court threw out all 25,000 absentee ballots from Seminole and Martin Counties, and certified the election to Gore, I'd expect Bush to do that. It is still within the realm of possibilities for two sets of Florida Electors to vote on December 18, and let Congress decide which ones are valid.

Indeed, that is what I expect. We shall see.
