Given the discussion I think they are leaning to allowing recount with standard accross all the counties. That would be algores doom imo., since it will reduce broward county 'votes'.

A statewide recount, even if it used a strict standards and removed Gore's more dubious Broward county votes, would still be likely to net Gore votes, probably enough votes to win. Most of the undervotes are in Democratic territory.

If the Bush camp ever thought that a recount with a strict standard would have helped them, they would have had an easier time arguing about the standard, rather than fighting all recounts tooth and nail. It's a much sounder legal argument to say 'there's no uniform standard, so give us a standard' than to say 'there's no uniform standard, so fair manual recounts are impossible'. There's really not much legal precedent for the latter position.
