I'm not so sure about "doom". Lots of counties went heavily for Bush but in this case you have to look at raw numbers, not percentages. Lots of undervotes come from the cities. Duval county undervotes came disproportionately from inner-city Jacksonville so a recount there would probably net votes for Gore.
