Dear Windsock: That is just it. If you go by the rules before the election, dimples do not count. One corner punches do not count. Ballots must be recounted within 7 days and only if machine error, fraud, or gross negligence occurred, NOT VOTER ERROR! All of these rulings can only apply to future elections, not this one. Gore agreed to the rules when he registered in Florida. Democrats caused this problem by not updating the machines to a better system. They were hoist by their own petard. Volusia County met the seven day standard and got included. So Gore lost by 930 votes, too bad. Better luck next time. If they want to change the system, they must do it now, for the next election not, the past one. Those are the rules. Pete
