Past is no indication of the future.

I spent 5 days in the Guizhou/Yunnan area in April this year with a WWF team. Simply couldn't believe the change that took place in that region. I am sure you are are aware that there is, currently, a major initiative from Beijing to develop the "great Southwest" with resources allocated to the same level as they did for Tibet.

I think the new telecom project is quite likely.
