It may well be based loosely on what the Palm Beach County canvassing board used in their recount. There may have to be a bunch of dimpled chads on a ballot before it counts.

One of the reasons the republicans say that a dimpled chad shouldn't count is that the voter may have rested his stylus in the Gore hole and then decided not to vote for president. Anyone that believes this could have happened more than one in a million times is a moron. Using the same reasoning I could say that any vote for Bush was caused by someone who was only resting his stylus in the Bush hole and the chad accidently fell out because it is easier to make a chad fall out than dimple it.

The contention that the dimpled chads shouldn't count because there were instructions on the wall to punch out the chad fully flies in the face of what the republicans say about the absentees ballots that were sent in with the wrong number on them. In this case they say it is a hyper-technicality to expect those people to actually follow the instructions which said their request would be invalid if they signed it with the wrong number on it. This is just another example of the Bush supporters doing their 180's.
