I can tell ya, as one who voted in Palm Beach...I didn't see ANY instructions on wiping all the chads off...however I do remember as an absentee voter for many years, clearly the instructions were to clear the back of the ballot of chads....any one who blames the voters for not reading the instructions at the booth is just plain wrong...I don't recall seeing any signs at all, and was never reminded by the gal next to the ballot box to clean the back of the ballot..it just didn't happen doc
