This is not quite right. They didn't order recounts where there had already been recounts, i.e. Broward and part of Palm Beach, I think. This is a key because Broward had the loosest possible standards, if any, finding Gore (or possibly Bush) votes among the undervotes at a rate of 25%, more than 6 times greater than Palm Beach.
