What rules are being changed? When the results of an election are contested it is up to the judge overseeing it or the individual canvassing boards to decide what will be counted in their county. The way I see it as long as the same rules apply to each candidate in each county the recount will show who the victor should be. How would a stylus mark get on a ballot unless the voter put it there?
