Don't be surprised if you see the incumbents taking these measures, first. They are already into each of the areas you cited, albeit in a limited, toe-testing way, right now. While they may be slow, they aren't altogether stupid. When they sense the tsunami headed their way, they will create a bigger wave. Many of the ILECs already have backbone fiber deployed in their feeder networks, waiting for the signal to launch an offensive.

Again: As in the contest between the cablecos and the telcos, it's an ongoing game of chicken to see who will blink first. And, in that manner they each, in a perverse kind of way, cooperate with each other so as to avoid making very large expenditures before the end user threshold for pain warrants it. All IHMO, of course.
