I'll bet It's a lot more SCI FI than meets the eye.

If you would let me adjust the counting machines, and
I do it selectively; in the certain Counties that we
know have High Democrat or High Republican turn out,
I can skew the amount of rejects to eliminate more votes
from which ever County you want.
It's not all that hard to do, and I can likely do
it with people looking at me and not knowing I'm
doing it ( unless they know how the adjustments
are made. )
