That is count a perfectly cast vote on a ballot. Even the inventor of the machine testified that you must hand count the others in close elections to see who won. I don't know why it is such a hard thing for a Bush admirer to admit. As one example, when a ballot with a hanging chad goes through the vote counter it doesn't register a vote for anyone if the chad hole has closed back up. That ballot is still a valid vote and there are thousands of ballots that haven't been looked at even once to see if they contain a vote because the machine didn't register a vote from them. It seems so simple to me.
