To the best of my knowledge, ie temp and cache are one in the same. I don't know of any way to open favs in a new window other than launching a new ie window. There used to be an option under the advanced tab where you could opt to open each browser window in a new process but this was discontinued with 5.01. I open new instance of ie from the quicklaunch toolbar but you can do the same with CTRL+N. CTRL+I will toggle favs open and closed in a column on the left side of your pane (like history or search) but I find it too slow to use. Sure wish your right click, open in new window worked for favs. Good idea.
