In the hearing today, it became clear, from the number of questions on the subject, that if the count is re-started, it will have to be with a different, uniform standard.

Are you inferring from the number of questions about varying interpretations of the "intent of the voter" standard that the USSC will impose a consistent interpretation or direct the FLSC to do so?

I came away from the hearings with the sense that the county-to-county variation in the handling of chad was just another minor difference in a sea of differences in ballots, instructions, counting equipment, etc. I thought that the argument from the Bush side about changing the rules after the fact was a much better argument than the equal protection argument.
