Because you can't just pick which state's laws you want to abide by dependent on the outcome you desire. For an election in Florida, you have to abide by Florida laws.

In Florida, there is no definition of what votes count except the clear intent of the voter. If there is ambiguity, as in the case of dimples etc, then the intent is not clear, it is ambiguous, so the vote should not count. That is the law.

The laws in place are not necessarily giving this election a fair outcome. But the laws must be nevertheless abided by. The time to challenge those laws were before the election. I did not see Gore examining this issue then, unlike Bush in his state.
