NO, not everything being said is partisan. In fact, if you strip partisanship away, I think everyone agrees there SHOULD be a uniform standard. Florida Law is messed up.

And I think even Bush people would LOVE to see Bush win after a manual recount is completed. Then no one could complain about much of anything.

To say that there should be uniform standards and then not want the recount to continue with the uniform standard employed is rather hypocritical, no?
