I do not like the military voting on military property- ESPECIALLY not on a ship. Think about the potential for abuse! Here there is a competing public policy- wanting to get sailors to enlist (will they not enlist if they can't vote? I doubt it.) As well as disenfranchisement, versus potentially allowing the military the means to influence elections. You may very well come to a different conclusion that I do- but both sides have very valid points.
