The State of Texas requires a hand count under certain circumstances. Other states do not require handcounts.

Does that mean that if I live in a "no handcount" state that I have been denied equal protection under the law due to the fact my vote will never be handcounted, while a Texas voter's ballot WILL be handcounted? And thus my vote is not equal to that of a Texas voter's?
