"This means essentially that the manner in which votes were counted in Broward county was different from the standards used in Palm Beach county even though they had essentially similar machines and punch ballots. This is a CLEAR violation of the constitutional principle of equal protection. One man, one vote, counted the same way." The vote of a Maryland resident may not be counted the same way as the vote of a West Virginia resident due to W. Virginia's lacking funds to purchase the most modern voting machines. Is this a violation of the 14th amendmen?
