This is a CLEAR violation of the constitutional principle of equal protection. One man, one vote, counted the same way."

The vote of a Maryland resident may not be counted the same way as the vote of a West Virginia resident due to W. Virginia's lacking funds to purchase the most modern voting machines.

Is this a violation of the 14th amendmen?
