Why would the 14th amendment apply differently to a federal election than to a state election?

Let's say that Alabama passed the following two laws:

(1) No black persons may vote in federal elections

(2) No black persons may vote in local elections

Are you saying that (1) violates the 14th amendment, but (2) doesn't?
