Under 3 USC 15, since the safe harbor doesn't apply, Florida's Electors can be challenged by the vote of one congressman and one senator from the same state. Congress has to vote. If the House and the Senate can't agree, and they won't, then the slate of electors which is endorsed by the executive of the state (that would be Jeb Bush) under his seal is the winner.
