Counting ALL the votes when the election results are known and certified is not condusive to legitimacy...ya gotta count all the votes in the protest if you are going to count them at all....in a close machine count result...leaving the manual count up to election boards, no matter how impartial they may claim to be, invites hanky-panky...you saw it in Broward and the demolibs allege it occurred in Palm Beach..... doc
