That sounds like something out of Orwell's "1984."

How can the results be known if all the the votes are not counted. Are you suggesting a system where the votes are counted to the point where your favored candidate is ahead, and all counting thereupon stops immediately?

That is pretty much what Katherine Harris had in mind.
