"Yes, Don, but Florida law required cert on Nov 14...you see laws get stretched here..." Yes, but Florida law gave Gore the right to request a recount in counties he disputed. If the recounts could not possibly be done by Nov. 14, then you have two statutes in conflict. Who is to decide this conflict? The Florida Supreme Court. This was just an everyday case of statutory construction, that's what high courts are for.
