I don't think too many sportfishermen get to the area that Clinton protected. Likely more aimed at commercial fishermen and (Clintons legacy). Not a very powerful lobby or voter block. Stuff like this is just a butterfly bandaid on a a huge wound. Just slows the inevitable.
Enforcement will be expensive as usual and very hard to do.
I suppose they can buy some planes and photograph ships in the area and wait for them to return to port or add some more officers and boats but the boats will have to be large enough to make the trip and overnight...
