I'm not sure the public wants sweeping changes. Witness Clinton's try at health care reform, a political disaster. At least Clinton could blame failures on a republican controlled house, Bush will not have that luxury. The economy is not falling apart, simply a normal economic retraction after a long expansion. A normal event, but many will miss the signs. People living within their means are little affected by economic swings, but what about those living beyond their means?
