I think this is "president-specific", as Shrub was on record during the campaign opposing SPR releases, and presumably Mr.Roboto would open up the SPR at any whiff of political gain....nonetheless, the fundamentals for crude and NG (and UG prices this summer as you pointed out) are compelling.
