Actually, until the Fla Supreme Court effectively overturned the law, Harris had NO discretion -- she had to certify based on the certified vote totals 7 days after the election.

She was doing what she was elected to do. Even if she had been an avid Gore supporter, her job would have required her to do the same thing, at least on the first certification.
