You're underestimating Bush. He hasn't even been inaugurated yet and he's already made a fantastic contribution to the advance of democracy. States are going to pick up on the portions of the ruling which call for uniform standards which conform to "equal protection" when conducting recounts.

The experiment attempted before the nation's eyes over the last month by a candidate to come in to a state and take advantage of porous election laws to try to monkey with the numbers enough to deliver his intended outcome has failed. Future candidates can look at how much money was spent and weigh that against the probability of success and think twice before attempting a similar strategy.
