The bureaucracy is really in charge, and they don't change with the change in administrations.

The bureaucracy and the special interest groups, which also don't change. It's easy to achieve consensus behind the idea of paring the Federal budget. All you have to do to turn consensus into total dissension is start discussing what is to be pared.

The first crack at budgeting will be an interesting exercise; I wonder if it will come down to a choice between sacrificing or reducing the tax cut and presenting a deficit budget. I suppose the numbers can be juggled on paper to please all comers, but creative accounting has a way of bouncing back, and there are certain laws of mathematics that insist on being obeyed.

A number of interesting exercises coming up, I'd guess. I wonder if the nature of Bush's victory - losing the popular vote, and winning the electoral vote only because Nader drained key liberal votes from Gore - will lead him to adopt a more moderate platform. We shall see.
