Of course. I mention it only because bias cannot be proven as long as the exercise of discretion was reasonable, and yet it may be alleged independently of one's behavior. Thus, when the behavior happens to conform to a presumed bias, it can be tainted as partial. But that is a mistake, because all that is at issue is whether the discretion were reasonable......
