Because there was no wiggle room. In order to be consistent in the affirmation of the importance of every vote, they had to uphold. Furthermore, since there was no way to correlate applications with ballots, the remedy that had been demanded by plaintiffs was to throw out all absentee ballots. This remedy, if granted, would have immediately been overturned in federal court as a violation of the Voting Rights Act, since it would have penalized voters indiscriminately........
