What's more important, democracy or the appearance of democracy?

Well, the legal system; all the way up to the U.S. Supreme court, seems to favor the appearance of democracy. In a true democracy, every voter has the right to have his or her vote count. In what appears to be a democracy which votes should be counted can be subject to arbitrary and self serving standards. In a true democracy there is a mechanism that protects against such abuse, it is called a re-count. In the appearance of a democracy, the re-count process, which can bring to light irregularities or even the truth is something to be avoided at all costs. In a true democracy, methods of protecting the integrity of the election process are embraced and the will of the voters is deemed to be of paramount importance. In what appears to be a democracy, the ballots (the smoking gun) should be disposed of as soon a possible after the final winner has been declared. To me this is the telling tale. Will the ballots be preserved so political science scholars can analyze (and hopefully learn from) the voting methods and the counting procedures and re-counting procedures or will they be destroyed so that the appearance of a democracy can be maintained?
