Yes, the votes are still important. The concession is not legally binding, and if there were a change in the Electoral College vote, it might overturn the election, unless Gore refused acceptance. Nor are the Electors suddenly released, regardless of concession, or the form of concession. "Dropping out" is just a way of phrasing things. It is like "nolo contendre", giving up contesting charges with no actual admission of guilt. He is not conceding he lost, but he is not going to pursue the matter further. The rules governing electors derive from their state legislatures, in accord with the Constitution and US Code.......
