I agree that GWB's intelligence is under rated. He does have a Harvard MBA, consequently his mode of operation is primarily that of a manager. He does not manage by consensus opinion, and he is not afraid to go against the grain.

For instance, as a former owner of the Texas Rangers, he was in a league meeting to determine the playoff format in a 3-divisional set-up. The meeting called for a vote by the owners on approval of the wild card entry into the playoffs. His no vote was the lone dissenting vote of the group.

Yes, he lacks the glibness of some other politicians. But, it is a mistake to conclude that this is a lack of intelligence. The strong West-Texas accent does not serve him well before a TV camera, but neither did it serve LBJ and Jimmy Carter well either.
