The evidence of fraud could not be conclusive, but what would you make of it statistically if it was found that 15,000 of the 19,000 PB Co. double-punches were Bush-Gore double-punches and there were essentially zero Gore-Buchanan double-punches?

I think more essential to a statistical proof of fraud would be the analysis or the votes in other races. If for example the race for Senate in these 19,000 double punched ballots contained 14,000 votes for the GOP senate candidate while county wide this candidate pulled 30%, then that is clear statistical proof that these were Republican voters who had their votes spoiled.
