It would have been better yes, but the issue of harm is a basic when it comes to constitutional law.

This case shows it clearly in another way. If the election had been won by either party by a wide margin, the differences in counting and technology would have been irrelavent. And thus, in practical terms, all votes would have been treated equally.

Since it was narrow, the harm is real since these differences are in terms of thousands of votes. Real harm.
