Dems tried to achieve victory in the Florida Supreme Court; Repubs tried to achieve victory in federal court in Atlanta and the U.S. Supreme Court. Repubs had the better game plan: Dean Smith "stall ball."

You make a valid point, but I still believe anti-Clinton hate is what propelled Bush over the top. If you think about it, Gore was in a position similar to George Sr. in '88. Both men followed two-term presidents who twice won election rather easily, and both had the advantage of a relatively sound economy. If not for anti-Clinton rage, Gore wins the election about as handily as George Sr. did in '88. This is just speculation on my part.
