Perhaps a different standard for each type—punchcards, optical, fill-in, etc.—would qualify as equal protection? But, without a uniform ballot system for federal and statewide elections any thought of a standard is likely illusory.

Usually I am more for flexability and having things decided more by the states (or local government or individuals) then the federal government but perhaps a uniform standard would be a good idea here.
