This is why I say reasonable people can disagree about how you determine the clear intent of the voter

Then if we're in disagreement with very logical reasons for being that way, we must default to the next most stringent standard, namely perforation. And failing that standard, strict electronic tabulation of the ballots.

Again, people who don't follow explicit instructions have no right to expect that their ballot will be properly counted.

Going out of one's way to correct the voters own negligence or laziness, is done as a favor, not an obligation.

I know my professors were completely unwilling to permit any recounts on my college tests where I failed to properly and fully erase those incorrect answers I made on my tests.
