What legal tender gold and silver coins have the smallest percentage premium of metal value over face value, thus least downside ignoring buy/sell spreads and currency risks?

Current candidates are 1 oz gold 2000s Philharmonic and 1 oz silver $5CDN Mapleleaf or 40% silver Kennedy halves.
