The Voodoo Doc referred to "[e]lection conflicts," not simply elections. Conflicts would fall under the protest and contest provisions of the Florida statute and undoubtedly would leading to the filing of lawsuits where the arbiter in such "conflicts" will always be the courts. The legislature maketh; the judiciary interpreths.
