Jackson has age sneaking up on him. He knows he has little chance of going down in history as Martin L. King has. King accomplished goals and helped people advance themselves. So Jesse is attempting to recreate the situation King succeeded in...it just isn't going to happen, everyone on both sides of the issue have no desire to go there. People aren't going to be dragged down into a hole they've fought hard to get out of. Jackson can't lead because he doesn't have the ability to. At best he is a tour guide.
