Hmmm....I think the fact that the credit markets basically locked up for large telecom companies between those auctions might have had an impact on the price. It doesnt matter what the "inherent" value of the spectrum is, companies can only bid what they can afford.

Also, I think a little bit of collusion might have occurred. The various telecom companies seem to be splitting up all of Europe, rather than bidding in every auction. It was a matter of survival....the stocks of all of these companies have been destroyed.

Regardless of how the Swiss spectrum is used (lets say it was voice-only), I think the spectrum will yield more than $18 per pop.
