Manugistics Executing Move Into European Government Markets

Basic Order Agreement Gives NATO Member Nations Direct Access to Manugistics' Intelligent Supply Chain and eBusiness Solutions

ROCKVILLE, Md., Dec 14, 2000 /PRNewswire via COMTEX/ -- Manugistics Group, Inc.
(Nasdaq: MANU), a leading global provider of intelligent supply chain and
eBusiness solutions for enterprises and marketplaces, has executed an important
strategic move into European government markets, the company announced today.

Manugistics has been awarded a Basic Order Agreement (BOA) by the NATO
Consultation, Command and Control Agency (NC3A). The agreement gives NATO's 19
member nations, 27 partner countries, and numerous governmental agencies --
including NC3A -- direct access to Manugistics' solutions. Subject to any
bidding requirements, potential purchasers need only issue a purchase order for
the desired solutions. Essential contract terms, including prices, have been
pre-negotiated between Manugistics and NC3A on behalf of the alliance.

"Manugistics had to meet NC3A's highly stringent standards before being awarded
a Basic Order Agreement," said Jeff Holmes, Manugistics' senior vice president
of government and aerospace. "The award gives us key access to a wide variety of
European governmental agencies -- and military forces -- seeking
commercially-available software solutions that can lead to greater efficiencies
and improved customer service."

The award is the most recent milestone in Manugistics' aggressive government
strategy. This past July, the company announced that it had been appointed to
the U.S. General Services Administration's (GSA) schedule for information
technology software vendors, under contract number GS-35F-0388K. Several
government wins have followed that announcement, including the most recent -- a
multi-million dollar, multi-year software licensing and consulting contract with
the Andersen Consulting team in support of the Defense Logistics Agency's (DLA)
Business Systems Modernization (BSM) program.

About NATO Consultation, Command and Control Agency (NC3A)

The NC3A was established on July 1, 1996 from the amalgamation of the former
SHAPE Technical Centre and the NATO CIS Agency to support NATO and NATO nations
in three business segments: scientific and technical support, planning and
policy development and system acquisition support. It contributes to NATO's
ability to maintain peace, and to provide for the collective defense of the
sovereign nations of the North Atlantic Alliance, by providing unbiased
scientific advice and assistance to the NATO military and political authorities,
and by developing, procuring, and implementing cost-effective system
capabilities to support the political consultation and military command-control
functions of NATO.
