I would like to point out, with some amusement, that the people in the market don't call what you refer to "market failures". "The failure of the market" is something that social planners use as an excuse to intervene - what they really mean and what you really mean is "the failure of the market to do what we want it do to." -g-

Don't know if you ever read Atlas Shrugged - which is sort of a pot-boiler, but I thought it was fun - when businesses are so regulated that it is impossible to make a profit, they go out of business. Why not just have fun instead of busting your hump for little or nothing?

Regulated utilities have profits regulated into the regulated prices. No tickee, no laundry.
