The resolution on South Africa was much more than a call to have Mandela released from prison. It was a resolution that had many parts, one of which was to officially recognize the African National Congress, who at that time was led by Joe Slovo, a ruthless Marxist.

There was an effort by conservatives in America to install the Chief of the Zulus, Mangetsu Buthuleizi (sp?) in a position of leadership in South Africa. The cause was worthwhile but it ultimately failed.

So you could say that Cheney's vote was really pro-Zulu.
