Carey, the smart card + whatever solution is being sold to the vendors, not the users. It's the vendors who are getting ripped off by the credit card fraud by fraudulent users. Users having too many PIN numbers to remember is not a big concern of the vendors, sad to say, or we'd have had some relief already.

For all I know, biometrics is or may soon be cheaper for POS purposes than 20% of the vendor fraud costs. And I guess there is one nice benefit vendors can sell to users: No identity theft.
