Coldest winter in 20 years??

"This is looking more and more like we are in the kind of winter where the
snow cover is expanding gradually southeast out of Canada, with weekly
snapshots showing it doing that. If this is to be true, by mid-January most
of the nation from Virginia to the southern Rockies will have snow cover,
and then it will gradually pull back north. If this is to be the case, this will
be the coldest winter in 20 years for the United States as a whole, but
only time will tell. In the meantime, the next couple of weeks should be a
huge challenge in trying to get the details right, but each storm is looking
colder than the one before as we head into the last 2 weeks of December."
