I stand by what I said. Please read closely the link you offered Eric. I describes GPRS; its architecture, its protocols and its air interface.. Which is (I copy directly from your link);

Air Interface -- Physical Layer
Multiple Access and Radio Resource Management Principles
On the physical layer, GSM uses a combination of FDMA and TDMA for multiple access.

Now, I would have expected you to read your source through this point. GPRS is merely combining multiple timeslots of the (TDMA) air interface to allow a larger pipe for data connections. As of six weeks ago, a major supplier could that I personally have seen could only make it work around 20 Kb/sec while the mobile was moving at parking lot speeds, and it still drop calls.
